In 8th grade, some girl I'd never talked to just walked up to me and bit me hard and wouldn't let go for several seconds... when we were pulled into an office, they asked me what I did to trigger... I got my book out of my locker? Eventually, they ask her, and she just goes, "I don't like the way he looks."...I agree. Go look at the average school playground and you'll see no end of sociopathic behavior.
Many children have to be taught to be decent people. By nature they are not. Some never learn.
To some degree I will admit to being a sociopath because I lack certain aspects of empathy, I eschew various social norms, and "what other people think" is generally not a concern to me unless I'm having an anxiety attack.
A distinction of a sociopath from a psychopath is that a psychopath might spontaneously decide to do a bad thing regardless of the ramifications.
A sociopath will plan their bad thing so as to avoid any ramifications.
