It's like the insanity of the concocted defense attorneys came up with to defend a misbehaving deputy. He did a "Terry stop" on the man who helped on a search and rescue call because they suspected him of impersonating a volunteer fire fighter because he was not wearing a uniform. ....while most of the other responders were also not wearing uniforms.
Sad but true, especially when teachers can't give zeroes anymore. Maybe it is good I don't have kids, the world is crap.
It would be interesting to know how they came up with that 20% number. That would be eye popping if true.
