It is one of the Aleutian Islands. No need to build walls because the sea there is deadly. Just put up buildings and then periodically drop in supplies. I wouldn't even bother with putting guards in there.
No guards, just give the prisoners each a knife when they are dropped off on the island.... . It'll reduce the need for supply drops.

The worse the crime, the better dressed. Give the kiddy fiddlers and murderers solid shoes, woollen underpants, a puffer jacket and a nice sleeping bag - and a little knife. Give the shoplifters a t-shirt, shorts, no shoes, an old blanket with holes, and a big knife.

I believe the diabolical plan is to make the worse offenders a "target" of the lessor offenders. The ones with the best stuff, shoes, woolen clothing to fend off the cold etc would be targeted by those that desperately need those items as well.
Thus the inmates mete out the justice that the system would not directly mete out.

I realize neither of us used smileys or said "this is a joke". The reason is that we were engaged in what is called "deadpan humour", which is when you say something with a completely straight face, as if you were serious, but the thing you say is so ridiculous that everyone laughs because it's clearly a joke. The contrast between the serious way the thing is said, and the obviously unserious content, is itself the joke. Fundamentally all humour is a reaction to something being out of place or surprising, which is why explaining a joke makes it no longer funny. Deadpan delivery is a way of making things that aren't particularly funny hilarious, and is a standard tactic of a standup comedian, and any tv or movie comedy that does not use canned laughter. Adding smileys means it's no longer deadpan delivery, so actually no longer half as funny, as the joke is the delivery.
I realize this could certainly be confusing to someone who does not have the cultural understanding to recognise it. But we can't avoid a whole class of humour just because one person mightn't get it. I think 90% of readers would have understood, and you will note the laughing responses on both posts. You probably just aren't used to recognising humour in the English language. Watch more quality comedy!
